Carta a Obama
Estimado Señor Obama:
El éxito de las negociaciones mundiales del clima - y la lucha contra el cambio climático - depende en gran medida de que los países desarrollados cumplan sus responsabilidades en la transferencia de cientos de miles de millones de dólares cada año para apoyar a los países en desarrollo para enfrentar el calentamiento global y la transición a una economía sustentable y equitativa. Este dinero sólo será tan eficaz como las instituciones a través de las cuales se canaliza. Instamos a usted y a su equipo negociador para que declaren públicamente que el Banco Mundial y los bancos regionales de desarrollo no deberían tener ningún papel en la gestión de la financiación global del clima.
La financiación para combatir el cambio climático debe ser administrada por una institución que se rija democráticamente, tenga integridad medioambiental, y asegure la participación de las comunidades locales y los pueblos que sufren los impactos del cambio climático. El Banco Mundial no es esa clase de institución.
• El historial de la trayectoria del Banco Mundial de imponer condiciones políticas y programas en los países en desarrollo, y sus estructuras de gobierno no democrático, desacreditan seriamente a la institución. Los países en desarrollo, que cargan con el mayor peso del cambio climático, son los menos representados dentro del Banco.
• El Banco Mundial sigue siendo un gran financiador de combustibles fósiles. Hasta abril de 2010, había logrado ya un alto récord anual de préstamos para combustibles fósiles, con U$S 4, 700 millones, principalmente para carbón.
• El Banco Mundial no sirve para asegurar que las comunidades y los pueblos determinen las políticas y programas que les afecten.
Hay una alternativa. Hacemos un llamamiento a los EE.UU. para apoyar la creación de un fondo climático multilateral en el marco de la Convención Marco de las Naciones Unidas sobre el Cambio Climático (CMNUCC) que tiene una estructura de gobernanza equitativa, da prioridad a la participación de las comunidades afectadas, opera con plena transparencia y responsabilidad, y proporciona acceso directo a la financiación.
